In-depth background papers have been published

To support the FACTI Panel’s analytical work, the Panel Secretariat commissioned expert consultants in the fields of financial accountability, transparency and integrity to develop seven background papers on specific topics of interest to the Panel. In keeping with the Panel’s commitment to transparency in its functioning, the final versions of these papers were published from 17-20 July 2020.

These background papers will be used as inputs for the Panel’s interim and final reports. The papers cover the following topics:

• Tax information production, sharing, use and publication, by Prof. Leyla Ates
• Appropriateness of international tax norms to developing country contexts, by Dr. Martin Hearson, Ms. Joy Ndubai and Dr. Tovony Randriamanalina
• Transparency of asset and beneficial ownership information, by Mr. Andres Knobel
• Anti-corruption measures, by Dr. Michael Findley, Dr. Dan Nielson and Dr. Jason Sharman
• Foreign bribery investigations and prosecutions, by Dr. Abiola Makinwa
• Accelerating the return of assets, by Ms. Fatima Kanji and Mr. Richard Messick
• Peer review in financial integrity matters, by Dr. Valentina Carraro and Dr. Hortense Jongen

The Panel secretariat will work with the expert consultants to develop and publish short briefing notes based on these background papers.
